Russia to Implement New Laws in June to Combat Cyber Fraud, Boost Tech Sovereignty

New measures aimed at combating cyber fraudsters will take effect in Russia in June 2025, State Duma Chairman Vyacheslav Volodin announced Thursday, May 29, 2025. Writing on his Telegram channel, Volodin also detailed other significant legislative changes set to begin next month.

Combating Cyber Fraud

Starting June 1, 2025, banks, telecom operators, marketplaces, and state bodies will be prohibited from informing citizens through foreign messaging apps.

Mobile operators will only transmit SMS codes required for accessing Gosuslugi, the state services portal, after a citizen has concluded a phone conversation. This measure is intended to prevent individuals from being influenced by fraudsters while on a call.

Additionally, applications to lift a self-imposed ban on obtaining loans can only be submitted via the Gosuslugi portal if certified with an enhanced qualified electronic signature.

"All of these measures will help protect citizens from the actions of criminals and safeguard them from financial losses," Volodin stated.

Stricter Requirements for Businesses

Beginning in June, conducting business activities without prior notification will be deemed a violation. "Business representatives will not be able to evade inspections of their goods and production conditions," Volodin clarified.

Support for Small and Medium-Sized Businesses

The process for including small and medium-sized enterprises (SMEs) in the unified register and the register of support recipients will be simplified. Furthermore, entrepreneurs located in single-industry towns and special economic zones will become eligible for new state assistance, including preferential loans.

Ensuring Russia's Technological Sovereignty

A law dedicated to the country's technological policy will come into effect on June 27, 2025. The law outlines its goals, objectives, and implementation tools.

Volodin also noted that since the start of 2022, Russia has adopted 130 laws aimed at assisting participants of the "special military operation" and their relatives. Two of these laws took effect in May 2025. Notably, children of combatants gained preferential treatment for university admission.

As reported earlier by Profile.ru, Russian President Vladimir Putin signed a law on May 23, 2025, granting children of combatants quotas for free university education. This includes admission to bachelor's and specialist degree programs, as well as preparatory departments.
